Abstract

This research project aims to investigate the presence of public opinion amidst the relevant factors for the consolidation of a new Argentinean migratory paradigm, which is conceived from the signature of the MERCOSUR Residence Agreement (2002), the Argentinean Migration Law (2004) and the Documentary Migratory Normalization National Plan aimed at the MERCOSUR citizens (2006). According to the litterature, there are three determinant factors for this consolidation: a) the 2001 crisis and the decline of the neoliberal model of development, b) the Kirchner government s option for international insertion through regionalism, c) the identification of a new migratory pattern in Argentina, in which the majority of immigrants (60 per cent) came from MERCOSUR states. This research project aims to investigate a fourth factor: the role of public opinion, regarding the debate on its influence and the concept of mercosurization applied to the Argentinean immigrant policy, considered here not only national but also foreign policy. My hypothesis is that public opinion has played a supporting role, although not determinant, mainly when the immigrant issue has had mediatic impact. (AU)
