Abstract

Although coalition governments are a widespread empirical reality in presidential systems, little is known about the conditions underpinning the agreement between the parties of the ruling base when the issue is the construction of a policy agenda between the president and the other parties that accept to be part of the government. Through the coalition parties' interaction in both spheres of power, that is, in the Executive and Legislative, this project, therefore, will have as main objective to understand how the coalitions work, focusing on how is established the construction of the agenda of policies. What are the political gains that the parties that they accept to be part of the government expect to have and what are the concession limits of their policy agenda that the president's party is willing to do? Through the analyzes of the main positions occupied by these parties within the Legislative, of the changes made in the Draft Laws, as well as of the analysis of the ministries and budgetary resources received by these parties, this project will try to answer these questions.
