Abstract

Although coalition governments are a widespread empirical reality, knows about the conditions responsible for underpinning the agreement between the grassroots parties governing body. In presidentialism, it is up to the president to decide what the parties and, to the guests, only respond positively or negatively. O commitment is sealed by the concession of ministries, however the impact of fragmentation of the government regarding the Executive's substantive agenda is unknown. These parties seek to influence policies or just enjoy the benefits of errand Is the presidential agenda compromised in favor of the coalition agenda? If so, there is partisan autonomy in relation to the area of responsibility of the management? Or parties, once inserted in the coalition, try to control policies by your partners? In order to answer these questions two fronts need to be mobilized. The first of these concerns the collection of information about the parties that have held cabinet ministries during all the coalitions already have been in Brazil since 1988, and the second concerns second-level positions in the government that each of these parties occupy.
