Abstract

Increased international mobility, as a result of advances in the field of transport and communication, has imposed on states the challenge of regulating flows across their borders, making them spaces for intense friction in the world. Even in the European Union, such events have increased through the realization that threats to state security are somehow internally linked to the immigration issue. Because of this, the growing migrant and refugee crisis - driven by the social upheavals in the Middle East and North Africa from 2010, has gradually changed the way Europe deals with this issue. The strategy of focusing on less controversial issues with low political impact seems to have been exhausted in the negotiation processes. States have become more critical actors in European integration as the difficulties of managing globalization and the political externalities that arise between them increase. Although human flows are a common process in the history of mankind surrounded by numerous mechanisms of protection of the individual in the international system, the reasons why the migration process has become a continuing crisis in the European bloc are not yet clearly demarcated. In this sense, this research project aims to analyze the main changes in the migratory pattern of the European Union, which occurred between 2011 and 2018, both regarding the development of border policies and common security policies. For this, it will be studied the case of the relationship between Italy and Libya as well as its impacts on the process of integration and development of the European migration policy. (AU)
