Abstract

This research project aims to further the understanding of Special Zones of Social Interest (ZEIS) in Brazil. Through a bibliographical approach, interviews and comparative analysis between the cities of São Paulo and Campinas, the intent of this work is to understand the characteristics and implementation of this instrument. For this purpose, our work will examine the process of establishing ZEIS in Brazil, their development in the two municipalities of interest and their subsequent implementation. The aim of this comparative analysis is to verify whether the trajectories of housing policies in the two municipalities and the prevailing political ideologies of the administrations involved have influenced the application of this openly redistributive policy.
