Abstract

This postdoctoral research project aims to analyse the effectiveness of the "Special Zones of Social Interest" as an instrument for democratization tof the urban soil. The projet focuses especially those ZEIS demarked on empty and underused areas, which should constitute opportunities for new social interest housing construction in areas with good urban infrastructure and immersed in consolidated urban domains. The research, which is part of the Cooperation Agreement signed between the School of the Public Prosecutor the FAU USP, will be startet from the analysis of surveys and public civil actions issued by the Public Prosecutor and from the evaluation of existing municipal public policies for the viability of land acquisition, housing production and social control of Special Zones of Social Interest in municipalities of different scales and different political and territorial contexts located in São Paulo. It will be evaluated especially the self-sufficiency of municipalities for the implementation of ZEIS and the degree of their dependence on resources from the State or the Union; the efficient use of other urban instruments in the role of supporting actors to the effectiveness of the Special Zones of Social Interest, and the role of management councils as effective possibilities of popular participation in planning processes.
