Abstract

The trajectory of self-managed housing programs (mutirões autogeridos) in São Paulo'shousing policy reveals important dynamics of institutional continuity, dispute, andtransformation over time. Created in the early 1990s, these programs are characterizedby collective management of housing projects and the direct involvement of socialmovements. Over the years, they have been incorporated and reconfigured by differentlevels of government. This research seeks to understand how diverse political andinstitutional contexts have influenced the continuity, interruption, or transformation ofthese programs. First, by identifying the policy instruments adopted at the municipal,state, and federal levels; second, by mapping the actors, institutions, and politicalprocesses involved; and finally, by analyzing the policy cycles and the processes ofcontinuity and discontinuity that emerge from them. The study aims to contribute to thefield of urban policy by examining the institutional and political mechanisms that supportparticipatory models of housing production, thus expanding the understanding of theirtrajectories and transformative potential in the city of São Paulo.
