Abstract

This project on Brazil is part of a comparative project on "emerging market" democracies articulated by the Research Committee on International Political Economy of the International Political Science Association. (IPSA). It brings together a global network of scholars whose common goal is to launch new perspectives on the processes of reconfiguration of power asymmetries in the international system, focusing on "emerging-market" democracies.The objective is to develop a political approach to Brazil's responses to globalization by situating and interpreting the policy options eventually implemented since 1998-9 , with a focus on economic policy and on the climate change -environmental policies. Its focal point is the observation of critical junctures in which new challenges of democratic governance posed competitive policy choices regarding the country's future trajectory. The political approach is based on the formula synthesized by Gourevitch, when analyzing the impact of international critical junctures from the 19th to the 21st century in 5 developed countries: "a political explanation of policy must identify those whose support makes it possible to resolve disputes among contending policy alternatives. "This approach is based on the assumption that in such junctures distributive conflicts - latu sensu, that is for survival and political dominance - are reflected in the reconfiguration of competitive sociopolitical coalitions. Mapping and interpreting contending policy coalitions in domestic decision-making arenas requires the analysis of the social cleavages and socioeconomic realignments associated to significant changes in the world system.This study is circumscribed to the critical conjunctures that emerged from 1999 on and is expected to extend up to 2022, with the initiation of a new electoral cycle. It starts from the assumption that during this period the governance challenges faced by decision makers in the framework of the Brazilian democracy acquired new contours, increasingly systemic. It is critical to observe them from a dynamic perspective. That is, in the shifting and unstable context of a state capitalism (Brazilian style) in the process of being reinvented or, alternatively, overcome, while responding to the reconfiguration of power asymmetries in the international order.
