Abstract

The agro-industrialization in rural settlements has gained prominence in the State of Rio Grande do Sul, mainly from 2006, when he began to be implemented Programa Terra Sol (PTS) by the Instituto Nacional de Colonização e Reforma Agrária(INCRA). The main reasons for this recovery, the official view is that it is necessary to intervene in rural settlements, in addition to providing basic infrastructure. The State will encourage agro-industries related to production, processing and marketing in order to contribute to the consolidation of rural settlements. In the case, implementation of PTS - INCRA, monitoring and discussions with the management groups of enterprises, encourages us to seek answers the following questions: What changes are triggered by the process of agro-industrialization? These changes contribute to the consolidation of rural settlements? Here is the thesis that the process of implementation of agro-industrial units has promoted changes that promote regional integration, generation of employment and income, improving quality of life of settlers. The methodological contributions are based on a relational approach and multiple territory, embracing it as an articulation between the different territories, which implies the dispute, both projects funded, the conceptions about the strategies for the consolidation of settlements and the role played by process of agro-industrialization.
