Abstract

The research Brazil and Sustainable Development: the State and natural resources (1992 - 2012) aims to understand how the Brazilian State uses natural resources that generate energy - water, biomass, oil - and to identify how this use positions Brazil among the Latin American countries in the context of the consolidation of neoliberalism in Latin America and the institutionalization of international demand for policies that promote sustainable development. We start from the hypothesis that Brazil, during the period we propose to understand, had the potential to direct and influence the policies of sustainable development in Latin America due to the availability of the economically overvalued natural resources. The referred period is marked by the United Nations Conference on Environment and Development (Rio 92) in 1992 and the United Nations Conference on Sustainable Development (Rio+20) in 2012. As a source, we will use the report Our Common Future (1987), the document The Challenge of Sustainable Development: Brazil's Report to the United Nations Conference on Environment and Development (1991), Agenda 21 (1992), the United Nations Framework Convention on Climate Change (1992), the Kyoto Protocol (1997), the Brazilian Agenda 21: Outcome of the Public Consultation (2002), the Johannesburg Declaration on Sustainable Development (2002), the Brazilian Agenda 21: Evaluation and Results (2012) The Future We Want: Final Declaration of the United Nations Conference on Sustainable Development (2012), CEPAL Review (1992 - 2012), Panorama of the International Insertion of Latin America and the Caribbean (1996 - 2012) and the Brazilian legislation on natural resources that generated energy during the period. The research follows the theoretical-methodological instruments of Environmental History in order to identify and understand the relationships that humans establish with the natural world. Specifically, identifying and understanding the Brazilian State's ways of appropriating nature, focusing on their perceptions, ideas and values about the natural resources that generate energy and the dynamics of adaptation to obstacles of their growth.
