Abstract Theoretical and normative debates in policing studies have reflected on the position of the state in this activity, previously associated with the police, but now pluralized and performed by relations and networks between public and private actors. This research seeks to contribute empirically to these debates from the Brazilian ports, border spaces of paramount importance for combating organized crime. The objective is to explore the mechanisms of formation, stability or change of port security networks and of positions occupied by public and private actors in the relation networks. Are these networks structured centrally or decentrally? Are the positions occupied by public and private actors central or peripheral? Are these structures and positions conserved or transformed in different ports and over time? What mechanisms explain the formation, stability or change of these structures and positions? To answer these questions, the research will combine a cross-sectional and longitudinal design in two cases, the ports of Santos and Paranaguá. The studies will be conducted using a mixed method based on the integration of social network analysis and content analysis, applied to data collected through in-depth, semi-structured interviews. The research will contribute to the NEV-CEPID's legitimacy agenda by exploring the implications of voluntary and consensual relations, as opposed to mandatory and coercive ones, for how networks are formed, conserved or transformed in activities against organized crime.
