Co-production and institutional logics in the process of implementing the Regulatory Framework for Civil Society Organizations: the cases of Belo Horizonte and Bahia

Abstract

This paper aimed to understand what are the reflexes of the relationship between the institutional logic of Civil Society Organizations (CSOs) and public authorities in the co-produced results of the implementation of the Regulatory Framework for Civil Society Organizations (MROSC). The cases of two Brazilian local governments were studied: the municipality of Belo Horizonte and the state of Bahia. For that, it was used the literatures on the co-production of goods, services and public policies, and on the institutional logics, on which two constructs were built, filling gaps in both. Through these theoretical lenses, it was possible to better analyze the process of implementing the MROSC from the perspective that actors from different organizations have high levels of participation in it, however, not in a fully balanced way, with conflicts between the different logics present the state logic, for public management, and community logic, for CSOs. The methods used were qualitative. A collective instrumental case study was carried out, focusing on the Promotion and Collaboration Councils (Conselhos de Fomento e Colaboração - CONFOCOs) of Belo Horizonte and Bahia, using the techniques of document analysis, participant observation, and semi-structured interviews. It was observed that the results co-produced in a given context of implementation of the MROSC are influenced by the way in which the different institutional logics existing in the field are related one to the other (AU)
