Abstract

MROSC - Federal Law 13.019/2014 represents an important milestone in the relationship between public power and CSOs in Brazil, seeking to strengthen civil society participation and promote a more efficient and transparent management of partnerships. Its implementation aims to improve the performance of CSOs, increase the impact of their actions and ensure compliance with democratic principles and public interest. In 2024 the legislation completed 10 years, a propitious moment to assess its implementation and propose new improvements. This project aims to map the adoption of MROSC in the Brazilian Public Administration, identifying existing or new state capacities and those that are still missing, so that partnerships can be improved. Capabilities are a set of skills and competencies of the state (government) to perform its functions and fulfill its responsibilities. These capacities are related to the capacity of the state to formulate and implement public policies, maintain internal order, provide essential services to society and interact effectively with other national and international actors. The capabilities can be analytical, administrative/management and policy, and are distributed at systemic, organizational and individual levels.The project has two stages: conducting survey-type research with public managers and CSOs involved in implementing partnerships at different levels of the Brazilian public administration and preparing five case studies that deepen the contexts of implementing partnerships from different regional realities.
